Renders void as against public policy any county ordinance that prohibits a group living facility for the elderly and persons with disabilities from being located within any specified distance from another group living facility.

Requires the Statewide Transportation Council to comply with county transportation and general plans, to the extent it does not impact federal funds, in the preparation of the statewide transportation plan for projected transportation needs for a six-year period.

Authorizes the Department of Transportation to adopt rules relating to safety measures, security requirements, and shipping activities for the purpose of protecting and ensuring the general public interest and safety of persons and vessels in the commercial harbors belonging to or controlled by the State.
