Appropriates funds to a task force attached to the University of Hawaii school of ocean and earth science and technology to provide recommendations to prevent, mitigate, and reverse beach erosion at Kailua beach.

RELATING TO COASTAL AREAS.

Requires maintenance of public beach accesses by adjacent landowners and imposes penalties for noncompliance.  Establishes shoreline access as an objective of the coastal zone management program.  Requires the department of land and natural resources to provide written notice to property owners affected by this Act.

RELATING TO SHORELINE SETBACKS.

Directs BLNR to adopt rules for determining the shoreline setback and mauka extent of the conservation district for Kailua beach; establishes an interim coastal construction setback line.

Establishes the shoreline management task force to create uniform statewide management standards of shoreline areas.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:

·     Testifier's name with position/title and organization;

·     The Committee the comments are directed to;

·     The date and time of the hearing;

·     Measure number; and

·     The number of copies the Committee is requesting.
