Amends the transient accommodations tax to require that the first $2,000,000 of tax revenues deposited to the credit of the tourism special fund and subsequently allotted among specific funds.

RELATING TO TOURISM.

Appropriates funds for the application of a spaceport license from the Federal Aviation Administration to establish space tourism in Hawaii.

RELATING TO TOURISM EMERGENCY.

Adds a national or global economic crisis to situations considered a tourism emergency.  Requires, in addition to the governor's declaration of the existence of a tourism emergency, the governor's express approval and direction before action may be taken.
