RELATING TO PARKING FOR PERSONS WITH DISABILITIES.

Makes vehicles owned and used to transport persons with disabilities by nursing facilities eligible for disabled parking license plates, placards, and identification cards.  (HB230 HD1)

RELATING TO HIGHWAYS.

Amends the 2008 CIP appropriation for traffic safety improvements to the Hawaii Belt Road and Papaikou Mill Road intersection in Hawaii county.

RELATING TO HIGHWAYS.

Clarifies ownership of old government roads by providing that county highways include old government roads.  Defines old government roads.

RELATING TO TRAFFIC VIOLATIONS.

Makes driving over 15 miles per hour above the posted speed limit a speeding violation.

Revises standard for a court-issued license to drive for work-related purposes.

RELATING TO PENALTIES FOR COMMERCIAL DRIVER'S LICENSE VIOLATIONS.

Conforms penalty for violating an out-of-service order to federal regulation; provides penalty for operating a commercial motor vehicle with an alcohol concentration of an amount of 0.04 percent or more and imposes a penalty for operating a commercial motor vehicle with any amount of alcohol concentration.

RELATING TO PEDESTRIAN SAFETY.

Prohibits pedestrians from walking in or on a highway or its right of way for the purpose of soliciting for sale or selling anything or for soliciting or accepting donations of any kind.

RELATING TO TRAFFIC VIOLATIONS.

Exempts excessive speeding from the requirement to provide proof of financial responsibility from a license suspension or revocation.

Exempts driving under the influence from the requirement to provide proof of financial responsibility following a license suspension or revocation.

RELATING TO BICYCLES.

Increases the registration fee for bicycles and mopeds.

Status

RELATING TO BICYCLING.

Creates the offense of infliction of serious physical injury or death to a vulnerable user of a public way.  Requires motor vehicles to pass bicycles on the left at a safe distance.  Prohibits motor vehicles from making a sudden right turn within 100 feet after passing a bicycle on the left.  Entitles bicycles to use an entire traffic lane.

RELATING TO MOPEDS.

Requires riders of mopeds to wear helmets and provides fines for violations.

RELATING TO HIGHWAY SAFETY.

Makes it mandatory that persons operating a moped or motor scooter or riding as a passenger on a motor scooter on any highway shall wear a safety helmet with a chin strap.

RELATING TO YOSCOOTERS.

Defines "yoscooter" in the Statewide Traffic Code; allows yoscooters to be operated by persons age 55 or older on public sidewalks except when rented or operated as part of a guided tour.

RELATING TO THE PROHIBITION OF MINORS FROM THE USE OF ALL-TERRAIN VEHICLES.

Prohibits minors from operating or riding on an all-terrain vehicle.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:

·     Testifier's name with position/title and organization;

·     The Committee the comments are directed to;

·     The date and time of the hearing;

·     Measure number; and

·     The number of copies the Committee is requesting. 

 

While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns.  This public posting of testimony on the Web site should be considered when including personal information in your testimony.
