RELATING TO AN AUTOMATED VICTIM NOTIFICATION SYSTEM.

Establishes a statewide automated victim notification system to provide victims of crime with current information regarding the custody status of the offender in the victim's case.

RELATING TO DNA COLLECTION FOR ARRESTEES OF VIOLENT CRIMES.

Requires DNA collection from those arrested for violent crimes.

Authorizes placement of certain offenders in secure drug treatment facilities.

RELATING TO AMMUNITION.

Requires all ammunition of a specified caliber manufactured or sold in Hawaii that is capable of use in handguns, including assault pistols, to be coded to assist law enforcement in identifying and prosecuting gun crime offenders.  Requires Attorney General to establish a statewide database to track coded ammunition.  Effective 7/1/2009.

RELATING TO AGRICULTURE.

Establishes a temporary reimbursement program for tenants of state agricultural lands in vog-impacted areas to reimburse tenants for costs of repair and maintenance of fencing and other infrastructure repair and maintenance.

RELATING TO HAZARDOUS SUBSTANCES.

Directs the Department of Defense to develop and implement a program to ensure that an adequate number of monitors to detect sulfur dioxide are strategically placed throughout areas of the state where high incidences of vog, sulfur dioxide, or both occur.

Status

RELATING TO INSURANCE.

Authorizes the transfer of moneys from the hurricane reserve trust fund to the Hawaii insurance guaranty association for the payment of covered claims against an insolvent insurer when (1) the insolvency was caused by a hurricane and (2) the Hawaii hurricane relief fund has no hurricane insurance policy in force.

RELATING TO THE HAWAII HURRICANE RELIEF FUND.

Repeals requirement that the interest earned on the principal in the hurricane reserve trust fund be transferred to the general fund.

RELATING TO WIRELESS ENHANCED 911 SERVICE.

Eliminates the $0.66 monthly surcharge on wireless telephone accounts and terminates the wireless enhanced 911 fund once all moneys in the fund are expended.  Effective 7/1/2009.

Status

RELATING TO WIRELESS ENHANCED 911.

Fund prior to the 2009 regular session and review every 5 years thereafter.  Adds definitions and places limits on expenditures from the fund.  Makes surcharge permissible, rather than required.  Requires the 2009 annual report of the wireless enhanced 911 board to explain authority for certain expenditures proposed by its 2009 annual report.

Status

RELATING TO WIRELESS ENHANCED 911.

Requests the state auditor to conduct an audit of the wireless enhanced 911 fund and submit a review of the fund in 2014 and every five years after.
