RELATING TO TAXATION.

Amends the renewable energy technologies income tax credit to encourage use of solar and wind energy systems and to permit a portion of the excess of the credit over payments due to be refunded to the taxpayer in certain circumstances. Effective 01/01/90.

RELATING TO STATE ENTERPRISE ZONES.

Extends tax credits and exemptions for agricultural producers and manufacturers for an additional seven years. Allows receipts, sales, and employees of a business's establishments in all enterprise zones located within the same county to count toward qualification. Allows limited liability companies to be qualified businesses and service businesses. Amends definitions in section 209E-2, HRS.

RELATING TO ADVANCED FLIGHT SIMULATOR TRAINING.

Adds businesses engaged in advanced flight simulator training for pilots, dispatchers, mechanics, or air traffic controllers to the definition of "qualified business" under the state enterprise zone law.

RELATING TO SEAWATER AIR CONDITIONING.

Allows the sale of cooling from seawater air conditioning district cooling systems to qualify for state enterprise zone benefits.

Establishes the climate change task force to assess the impacts of global warming and climate change trends in the State.

Requires the employer to continue medical services to an injured employee despite disputes over whether treatment should be continued, until the director of labor and industrial relations decides whether treatment should be continued.

Changes the authority of the Hawaii Community Development Authority to assess the costs of providing public facilities against real property in the community development district from mandatory to discretionary.

RELATING TO TECHNOLOGY WORKFORCE AND DEVELOPMENT.

Appropriates funds for science-, technology-, engineering-, and math-related programs and K-12 creative media education programs.

RELATING TO EMPLOYMENT SECURITY.

Adds definitions relating to partial unemployment and sets out claimants' eligibility, claims filing, and registration requirements, and employers' reporting requirements for partial unemployment.
