Permits BLNR to lease submerged lands, in accordance with Chapter 190D, HRS, by public auction, RFP, or negotiation, in a state boating facility and permits DLNR to provide an RFP for a public-private partnership to develop Ala Wai Small Boat Harbor.  Permits commercial use permits to be issued for vessels assigned moorings in Ala Wai and Keehi Boat Harbors.  Provides for future mooring fees to be established by appraisal.

Extends the high technology business investment, research, and technology infrastructure renovation tax credits to 12/31/2015.  Caps aggregate investment credits for a year to $      .  Caps aggregate credits in a year for investments in a single qualified business to $10,000,000.  Establishes review board to decide appeals of Department of Taxation denials of certification of credits claimed for investments in wholly-owned subsidiaries.

RELATING TO TECHNOLOGY.

Implements key recommendations of the Hawaii Broadband Task Force by establishing the Hawaii Communications Commission (HCC) and the Hawaii Communications Commissioner in the Department of Commerce and Consumer Affairs (DCCA).  Transfers functions relating to telecommunications from the Public Utilities Commission to HCC and to cable services from DCCA to HCC.  Establishes a work group to develop procedures to streamline state and county broadband regulation, franchising, and permitting and report to the Legislature.
