RELATING TO THE KANEOHE BAY REGIONAL COUNCIL. Sunsets the Kaneohe Bay Regional Council but retains their plans, programs, and policies.

RELATING TO RECREATIONAL RENAISSANCE. Fortifies the recreational renaissance program of the department of land and natural resources through various amendments to state law.

RELATING TO SMALL BOAT HARBORS. Permits BLNR to lease submerged lands, in accordance with Chapter 190D, HRS, by public auction, RFP, or negotiation, in a state boating facility and permits DLNR to provide an RFP for a public-private partnership to develop Ala Wai Small Boat Harbor. Permits commercial use permits to be issued for vessels assigned moorings in Ala Wai and Keehi Boat Harbors. Provides for future mooring fees to be established by appraisal.

RELATING TO REAL PROPERTY. Permits the registrar of the bureau of conveyances to accept electronic documents with electronic signatures for recording.

RELATING TO REMNANT LANDS. Repeals the consolidation and use requirements for the sale of a state land remnant, and requires the proceeds from the sale of a state land remnant to be deposited into the Land Conservation Fund.

RELATING TO PUBLIC LANDS. Authorizes DLNR to issue long-term residential leases to qualified persons in state living parks. Establishes living park planning councils to develop state living park master plans to ensure the living park achieves its purpose and goals.

RELATING TO FISHING. Requires DLNR to gather and use all available data to support the adoption of any rules to regulate the taking of uhu, weke/moana kali, and ulua/papio, and to develop a monitoring and evaluation program to determine the effects of any rules adopted.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:
· Testifier's name with position/title and organization;
· The Committee the comments are directed to;
· The date and time of the hearing;
· Measure number; and
· The number of copies the Committee is requesting.
While every effort will be made to copy, organize, and collate all testimony received, materials received on the day of the hearing or improperly identified or directed to the incorrect office, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the Legislative Web site after the hearing adjourns. This public posting of testimony on the Web site should be considered when including personal information in your testimony.
