Description:

Renames the intake service center division of DPS to the reentry intake services division and directs the reentry intake services division to work closely and collaborate with the furlough programs in each county, the Hawaii paroling authority, and the correction program services division to ensure that the reentry needs of inmates are being met.  Takes effect July 1, 2020.  (SB539 HD1)

A BILL FOR AN ACT

 

 

RELATING TO CORRECTIONS.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  Chapter 353C, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

     "§353C-    Reentry intake services division; established; duties.  (a)  There is established a reentry intake services division within the department of public safety.

     (b)  The duties and responsibilities of the reentry intake services division shall include:

     (1)  Ensuring that the present and future reentry needs of persons committed to correctional facilities are being evaluated and met in an effective and appropriate manner;

     (2)  Assuming all of the programs and services of the intake service center division of the department, existing as of July 1, 2009;

     (3)  Providing additional reentry services to include working closely and collaborating with the furlough programs in each county that are currently managed by the department's institutions division;

     (4)  Working closely and collaborate with the Hawaii paroling authority; and

     (5)  Working closely and collaborate with the corrections program services division."

     SECTION 2.  The department of public safety shall not receive any additional moneys in the department's operating budget to carry out the purposes of this Act.  In addition, the assumption of the programs and services of the intake service center division to the reentry intake services division shall not have an adverse employment or economic impact on the intake service center division's current staff.

     SECTION 3.  New statutory material is underscored.

     SECTION 4.  This Act shall take effect on July 1, 2020.
