HOUSE RESOLUTION

 

 

urging the city and county of honolulu to expedite the review of the ewa development plan.

 

 

 


     WHEREAS, the Ewa Development Plan was written in 1995 as a living document to serve as a guiding document for the growth of the Ewa plains after the closure of the sugar cane plantations; and

 

     WHEREAS, the initial plan was written with provisions for infrastructure to support the expected population growth, protection of historical buildings and other significant entities; and

 

     WHEREAS, the City & County of Honolulu was charge with this responsibility of implementing and updating the plan, and the steward of the land; and

 

     WHEREAS, the plan was never reviewed since inception and the requisites for development was never followed; and

 

     WHEREAS, the need for water and the capability for sewer treatment needs to be addressed; and

 

     WHEREAS, the current traffic congestion especially on Renton Road, Fort Weaver Road, and the freeway from the middle street merge to the H1-H2 merge are severely impacting the quality of life of the people of Ewa; and

 

     WHEREAS, schools capacities are overcrowded and the state cannot afford to build the infrastructure needed to support this population influx; and

 

     WHEREAS, there is no certainty as to the completion of any transportation or transit alternatives; and

 

     WHEREAS, the City & County of Honolulu has and will continue to issue building permit in spite of this dilemma; and

 

     WHEREAS, three huge development coming to Leeward and Central Oahu with 24,000 homes adding approximately 36,000 cars; and

 

     WHEREAS, the state has only limited resources to build highways or freeways and transit infrastructure; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-fifth Legislature of the State of Hawaii, Regular Session of 2009, that the city and county of Honolulu slow down the development of the Ewa plains and expedite the completion of the Ewa development plan with adequate safeguards for the protection of important agricultural lands, open spaces, parks, endangered species and the historical buildings and sites; and

 

     BE IT FURTHER RESOLVED that Land Use Commission not re-classify any agricultural land until the Ewa Development Plan is completed; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Mayor, the City Council, City of Honolulu Department of Planning and Permitting, the Director and all members of the Land Use Commission.
