urging the use of polyvinyl chloride and high-density polyethylene pipe and fittings for the construction or repair of private and public potable water systems.




     WHEREAS, Hawaii's volcanic landmass and high rain-catching mountain ridges give our islands the tools to create an efficient and dependable water source; and


     WHEREAS, Hawaii is blessed with fresh drinking water that is among the best in the world for quality, taste, freshness, and lack of additives; and


     WHEREAS, safe, dependable, and cost-effective transmission of drinking water from its source to the end user is a basic need of the citizens of our state; and


     WHEREAS, several materials are used to safely and efficiently convey drinking water, including copper pipes, ductile iron pipes, polyvinyl chloride (PVC), and high-density polyethylene (HDPE) pipes; and


     WHEREAS, PVC and HDPE are widely recognized for their resistance to corrosion and their relative low cost for use in drinking water systems; now, therefore,


     BE IT RESOLVED by the House of Representatives of the Twenty-fifth Legislature of the State of Hawaii, Regular Session of 2009, the Senate concurring, that the Honolulu Board of Water Supply, Hawaii Department of Water Supply, Kauai Department of Water, Maui Department of Water Supply, and private water system operators are urged to consider the use of PVC and HDPE as pipe and fittings in planning the construction or repair of any public or private potable water system in a manner consistent with sound engineering design and cost-efficiency; and


     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Honolulu Board of Water Supply, Hawaii Water Board, Maui Director and Board of Water Supply, Kauai Board of Water Supply, and Public Utilities Commission.
