HOUSE CONCURRENT
RESOLUTION
REQUESTING THE CITY AND COUNTY OF HONOLULU TO REQUIRE DEVELOPERS TO APPEAR BEFORE THE APPROPRIATE NEIGHBORHOOD BOARDS FOLLOWING CHANGES IN CONSTRUCTION OR DEVELOPMENT PLANS PREVIOUSLY APPROVED BY THE NEIGHBORHOOD BOARD.
WHEREAS, neighborhood boards play a vital role in the planning and permitting process for developments; and
WHEREAS, neighborhood boards review and comment on proposed long range plans and special area planning as well as proposed permit applications; and
WHEREAS, neighborhood boards review and comment on proposed changes to various land development codes, ordinances, and rules; and
WHEREAS, neighborhood boards identify issues and problems that can be addressed through existing or new programs and procedures, and act as a liaison body between the department and the community with respect to land use issues; and
WHEREAS, developers can alter plans for construction or development without new approval from the neighborhood board; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-fifth Legislature of the State of Hawaii, Regular Session of 2009, the Senate concurring, that the City and County of Honolulu is requested to require developers to appear before the appropriate neighborhood boards following changes in construction or development plans previously approved by the board; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the City Council of Honolulu County and the Mayor of Honolulu.
