HOUSE CONCURRENT

RESOLUTION

 

 

urging the hawaii public housing authority to increase the minimum rent schedule.

 

 

 


     WHEREAS, under HRS 356D-43, Hawaii Public Housing Authority must fix rentals rates of the dwellings units sufficient to produce revenues that will pay for all expenses of management, operations, maintenance, repairs, and cost of improvements; and

 

     WHEREAS, the Authority must set rents to remain self-supporting; and

 

     WHEREAS, the 2006 audit showed the cost of routine operating expenses for the state public housing program exceeds budgeted repair cost and is depleting program revenues; and

 

     WHEREAS, the audit suggested increasing the minimum rent; and

 

     WHEREAS, Hawaii Public Housing Authority had been operating in a short fall every year requiring infusion of additional fund from the legislature; in 2005 20 million; 2006 13.5 million; 2007 10.5 million; 2008 16 million; and 2008 17 million; and

 

     WHEREAS, rental collections in arrears is $1.2 million with monthly rental rates for family housing is as follows: $108 for one bedroom, $128 for a two bedroom, $152 or a 3 bedroom, $180 for a 4 bedroom and $212 for a 5 bedroom. 

 

     WHEREAS, for the fiscal 2010 Hawaii Public Housing Authority needs over 17 million dollars in subsidy and due to economic downturn the state or the legislature can no longer infuse additional funds for its maintenance; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-fifth Legislature of the State of Hawaii, Regular Session of 2009, the Senate concurring, requesting the Governor, the Hawaii Public Housing Authority to impose minimum rents to no less than $250.00 with yearly increase equal to the increases of the cost of living index; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor, the director and members of the Board of the Hawaii Public Housing Authority.
