HOUSE CONCURRENT

RESOLUTION

 

 

REQUESTING THAT FEDERAL FUNDING BE PROVIDED TO THE CENTERS FOR DISEASE CONTROL AND PREVENTION TO ESTABLISH A CHRONIC OBSTRUCTIVE PULMONARY DISEASE PROGRAM.

 

 


     WHEREAS, chronic obstructive pulmonary disease (COPD) is a progressive disease characterized by a long-lasting obstruction of the airways that occurs with chronic bronchitis, emphysema, or both; and

 

WHEREAS, COPD affects as many as ten percent of the world's population of people older than 40 years of age and is the fourth leading cause of death in the United States; and

 

     WHEREAS, to date, there is no cure for COPD; and

 

     WHEREAS, the federal Division of Adult and Community Health (DACH) is charged with managing programs that provide cross-cutting chronic disease and health promotion expertise and support to the Centers for Disease Control and Prevention's (CDC) National Center for Chronic Disease Prevention and Health Promotion, and the states, communities, and other partners; and

 

     WHEREAS, DACH also manages several important and high-profile chronic disease prevention and control programs for specific chronic diseases, and is charged with assessing new and emerging chronic disease issues and launching new programs for the CDC's National Center for Chronic Disease Prevention and Health Promotion; and

 

     WHEREAS, currently, there is no funded comprehensive national program on COPD with information, research, and a module of surveillance questions at the CDC; and

 

     WHEREAS, the creation of a funded CDC comprehensive  national program including all stakeholders for COPD will enable information on the potentially debilitating disease to be centralized and coordinated, and lead to better sharing of key information; and

 

     WHEREAS, more research, funding, and coordinated efforts will lead to better and more effective treatments for COPD; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-fifth Legislature of the State of Hawaii, Regular Session of 2009, the Senate concurring, that appropriate federal funding be provided for the CDC to establish a COPD comprehensive national program (which includes a module of surveillance questions), to provide COPD information and research, and to coordinate efforts toward better and more effective treatments for COPD; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the members of the Hawaii congressional delegation, Director of the Centers for Disease Control and Prevention, and Director of the Division of Adult and Community Health.
