Establishes a sub-account under the state parks special fund into which a percentage of the proceeds collected from the various fees collected at the Kokee state park and Waimea canyon state park, less any amounts due to OHA, will be deposited and used to cover the cost of repair, maintenance, and operation at the Kokee state park and Waimea canyon state park.

AUTHORIZING THE RESALE OF RESERVED HOUSING UNITS BY THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY.

Allows the Hawaii Community Development Authority to sell reserved housing units as defined in section 206E-101, Hawaii Revised Statutes, in fee simple.  Requires sold units to remain affordable in perpetuity.

RELATING TO THE NATURAL ENERGY LABORATORY OF HAWAII AUTHORITY.

Grants the Natural Energy Laboratory of Hawaii Authority power to directly communicate with the Governor and the Legislature, and make employment-related decisions and purchase supplies, equipment, and furniture without the approval of the Director of Business, Economic Development, and Tourism.

RELATING TO HIGH TECHNOLOGY.

Amends Act 150, Session Laws of Hawaii 2007, to provide funding to the High Technology Development Corporation for the planning of a technology park on Oahu and to prepare a science and technology master plan for Hawaii.

RELATING TO PROCUREMENT.

To ensure compliance with procurement code, requires State Procurement Office annual random audits of government purchasing agencies and audits of agencies selected based on a pattern of agency noncompliance.  Appropriates funds for Auditor to audit State Procurement Office and Executive agencies.
