RELATING TO NOISE.

Establishes a noise abatement zone for motor vehicles and mopeds and assesses an escalating fine starting at $100 and impoundment of vehicles for violators. Effective 07/01/09.

RELATING TO RENTAL MOTOR VEHICLE SURCHARGE TAX.

Extends the $1 per day surcharge on rental motor vehicles beyond September 1, 2008 and deposits the money into the State Highway Fund.

RELATED TO TOWING.

Allows towing companies to charge overtime fees during certain hours of operations. Requires tow companies operating in a county with a population of 500,000 or more to offer consumer service 24 hours a day.

RELATING TO FUEL TAX.

Clarifies that the license tax on diesel fuel is 1 cent, rather than 2 cents if used in power-generating facilities.

RELATING TO HIGHWAY SAFETY.

Requires installation of ignition interlock device on the vehicle of a person arrested for driving under the influence that prevents the person from starting or operating a motor vehicle with more than a minimal alcohol concentration while their case is pending and while their license is revoked pursuant to chapter 291E, HRS. Provides for certification of devices and vendors and funds installation of devices for the indigent with surcharges on offenders and fees on vendors. Effective 7/1/10. Establishes a task force to prepare for implementation. Appropriates funds for the task force. Effective 7/1/08.

RELATING TO THE SAFETY OF MINORS ON ALL-TERRAIN VEHICLES.

Mandates use of safety helmets by minors when riding all terrain vehicles. Prohibits the lease, rent, loan, or sale of all terrain vehicles to minors unless safety helmet is provided to operator.
