Requires the University of Hawaii board of regents to publicly disclose in open meetings: (1) compensation offered to newly hired employees; (2) changes in compensation offered to existing employees for administrative positions in the UH system filled by excluded employees; and (3) all budgetary expenditures made by the board of regents. Allows boards and commissions to conduct on-site inspections of locations related to board or commission business that are closed to the public, if public attendance is impracticable. Authorizes the intermediate appellate court to subpoena and compel the attendance of witnesses and compel the production of books, papers, documents, or tangible things. Authorizes any intermediate court of appeals judge to administer oaths.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing with a transmittal cover indicating:

     Testifier's name with position/title and organization;

     The Committee the comments are directed to;

     The date and time of the hearing;

     Measure number; and

     The number of copies the Committee is requesting.
