Requires that the renewable portfolio standards of 20 per cent by 2020 be met by classic electricity generation from renewable sources.

RELATING TO THE DEFINITION OF RENEWABLE ENERGY PRODUCER.

Amends the definition of "renewable energy producer" to include growers and producers of organic materials used primarily for the production of biofuels or other fuels, so that they will be eligible for direct leases of public land.

RELATING TO TRANSPORTATION.

Allows the department of transportation and the counties to identify and permit installation of photovoltaic solar panels along highways, roadways, and streets to generate electricity to power lighting fixtures and provide electricity to nearby residential neighborhoods.  Allows the DOT and counties to contract with a utility to install photovoltaic solar panels.

RELATING TO PHOTOVOLTAIC SYSTEMS FOR PAY AS YOU SAVE.

Expands the successful "Pay As You Save" solar water heater program to photovoltaic systems that convert sunshine into electricity, allowing users to pay each month through their electricity bill.

·         In person:  1 copy of their testimony to the committee clerk, Room 208, State Capitol, if delivered prior to the day of the hearing. All testimony should be single-sided and unstapled on 8˝x11 sheets.

 

·         By fax:  Testimony may be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing.  When faxing, please indicate to which committee the testimony is being submitted and the date and time of the hearing.

 

·         By Email:  Testimony may be emailed if less than 5 pages in length, to the Legislature's Public Access Room at testimony@capitol.hawaii.gov.  Please indicate to which committee the testimony is being submitted and the date and time of the hearing. Email sent to individual offices or any other Senate office will not be accepted.

 

·         Anyone submitting testimony on the day of the hearing must make 15 copies (two-hole punched on top and, if more than one page, stapled) of their testimony and deliver to the hearing room before the hearing starts.

 

If you require special assistance or auxiliary aids or services to participate in the public hearing process (i.e., sign or foreign language interpreter or wheelchair accessibility), please contact the committee clerk 24 hours prior to the hearing so arrangements can be made.
