Allows the Department of Agriculture to regulate or prohibit the sale of specific plants on the restricted list.  Prohibits the sale of noxious weeds, provided that noxious weeds may be imported only for research, by permit. (HB2517 HD1)

RELATING TO THE DEFINITION OF RENEWABLE ENERGY PRODUCER.

Amends the definition of "renewable energy producer" to include growers and producers of organic materials used primarily for the production of biofuels or other fuels, so that they will be eligible for direct leases of public land.

·         Anyone submitting testimony on the day of the hearing must make 11 copies for ENE-only measures or 20 copies on joint measures (stapled if more than one page) of their testimony and deliver to the hearing room before the hearing starts.
