MAKING AN APPROPRIATION TO THE CITY AND COUNTY OF HONOLULU. Appropriates funds to the city and county of Honolulu for the development of a data encryption system.

RELATING TO LIFE INSURANCE. Eliminates insured employees as a source of funding the premiums for employee group life insurance policies. Eliminates requirement that the employee group life insurance policies must cover at least 10 employees at date of issue. Eliminates policy limits against loss due to death of a dependent other than the spouse of the insured employee under an employee group life insurance policy. Excludes the exercise of among corporate affiliates of a term conversion privilege from the applicability of laws relating to the replacement of life insurance policies and annuities.

RELATING TO INSURANCE. Clarifies that it is not an unfair method of competition or an unfair or deceptive act or practice for an insurer with a less than 10% market share to refuse to issue or renew a policy with a prospective insured unless the prospective insured contracts for another class or an additional policy of the same class of insurance with the same insurer.

RELATING TO METAL. Affirms that penalties in section 445-235, HRS, apply if scrap dealer violates either section 445-232 or 445-233, HRS.

RELATING TO SCRAP METAL. Requires scrap dealers to pay sellers of scrap only by check, issued no sooner than 5 days after the purchase, mailed to the seller. Requires the canceled check to be retained for 2 years and made available for inspection.

RELATING TO PAWNBROKERS AND SECONDHAND DEALERS. Changes the method used to record the daily transactions of pawnbrokers and secondhand dealers, from a manual system to an electronic system.

RELATING TO GIFT CERTIFICATES. Requires retailers to pay out in cash the balance of any gift card worth less than $5, if requested by the consumer.
