Madam:

 

     Your Committees on Water and Land and Agriculture and Hawaiian Affairs and Transportation and International Affairs, to which was referred S.R. No. 31 entitled:

 

"SENATE RESOLUTION REQUESTING THE DEPARTMENT OF LAND AND NATURAL RESOURCES IN COOPERATION WITH THE DEPARTMENT OF TRANSPORTATION TO CONDUCT A STUDY AS TO THE FEASIBILITY OF PROVIDING A PERMANENT PORT AND DOCK FACILITY FOR THE VOYAGING CANOES HOKULEA, MAKALII, HOKUALAKAI, NANAHOE, AND MOOKIHA,"

 

beg leave to report as follows:

 

     The purpose of this measure is to request the Department of Land and Natural Resources ("DLNR") to cooperate with the Department of Transportation ("DOT") to conduct a study as to the feasibility of providing a permanent port and dock facility for the Hawaiian voyaging canoes Hokulea, Makalii, Hokualakai, Nanahoe, and Mookiha.

 

     Testimony in support of this measure was submitted by the Office of Hawaiian Affairs and one individual.  Testimony in opposition to this measure was submitted by the Department of Land and Natural Resources and Department of Transportation.

 

     Your Committees find that voyaging canoes that are designed, built, and operated in the traditional manner of Pacific Islanders play an important role in preserving, perpetuating, and practicing traditional Hawaiian culture.  The nonprofit organizations and educational institutions that promote traditional Hawaiian culture by usage of the voyaging canoes do not have a permanent place to dock them and are charged mooring fees by the DLNR.  Your Committees recommend that the DLNR, in cooperation with the DOT, should conduct a study to determine whether it is feasible to provide a permanent port and dock facility for the voyaging canoes.

 

     Your Committees have amended this measure and its title by requesting that the DLNR, in cooperation with the DOT, establish a working group of stakeholders to study the feasibility of providing a permanent port and dock facility for the voyaging canoes and to make a recommendation as to the location of a permanent port and dock facility.  The working group is to consist of representatives of DLNR, DOT, and the Polynesian Voyaging Society.

 

     As affirmed by the records of votes of the members of your Committees on Water and Land and Agriculture and Hawaiian Affairs and Transportation and International Affairs that are attached to this report, your Committees concur with the intent and purpose of S.R. No. 31, as amended herein, and recommend its adoption in the form attached hereto as S.R. No. 31, S.D. 1.
