Madam:

 

     Your Committee on Human Services and Public Housing, to which was referred S.C.R. No. 24 entitled:

 

"SENATE CONCURRENT RESOLUTION DESIGNATING MAY 5 THROUGH MAY 9, 2008, AS HAWAII TEEN DATING VIOLENCE AWARENESS AND PREVENTION WEEK,"

 

begs leave to report as follows:

 

     The purpose of this measure is to designate the week of May 5 through May 9 as Hawaii Teen Dating Violence Awareness and Prevention Week.

 

     Testimony in support of this measure was submitted by the Hawaii State Coalition Against Domestic Violence and the Hawaii Youth Services Network.

 

     Your Committee finds that teenagers, parents, and health and human services professionals alike can often underestimate the amount of intimate partner abuse that occurs among teenagers, and that the cycle of violent behaviors that can trap adults in abusive relationships can begin to be formed in adolescence.  Your Committee further finds that there is a great need for information and advice on ways to engage the problem of adolescent dating violence at all possible levels.

 

     Your Committee has amended this measure by:

 

     (1)  Incorporating the comments of the Hawaii State Coalition Against Domestic Violence by changing the calendar week from May 5 through 9, 2008, to the first week in February 2009 to coincide with National Teen Dating Violence Week; and

 

     (2)  Making technical, nonsubstantive amendments for the purposes of clarity and style.

 

     As affirmed by the record of votes of the members of your Committee on Human Services and Public Housing that is attached to this report, your Committee concurs with the intent and purpose of S.C.R. No. 24, as amended herein, and recommends its adoption in the form attached hereto as S.C.R. No. 24, S.D. 1.
