Madam:

 

     Your Committees on Energy and Environment and Education, to which was referred S.C.R. No. 230 entitled:

 

"SENATE CONCURRENT RESOLUTION REQUESTING THE ESTABLISHMENT OF A TASK FORCE TO EVALUATE RECYCLING OPTIONS AVAILABLE TO SCHOOLS, INCLUDING A FEASIBILITY REPORT RELATED TO THE ESTABLISHMENT OF A SCHOOL RECYCLING PROGRAM IN THE STATE,"

 

beg leave to report as follows:

 

     The purpose of this measure is to request the University of Hawaii College of Social Sciences Public Policy Center to convene a task force to evaluate recycling options available to schools and prepare a feasibility report on the establishment of a school recycling program in the State.

 

     Testimony in support of this measure was submitted by the Hawaii Food Industry Association; and Hawaii Foam Products, LLC.  Comments were submitted by the Superintendent of Education.

 

     Your Committees find that this measure promotes the recycling industry, as schools can help create infrastructure and supply raw materials that will lead to opportunities for the development of recycling projects in the private sector.

 

     As affirmed by the records of votes of the members of your Committees on Energy and Environment and Education that are attached to this report, your Committees concur with the intent and purpose of S.C.R. No. 230 and recommend its adoption.
