STAND. COM. REP. NO. 3212

Honolulu, Hawaii

RE:    S.C.R. No. 190

       S.D. 1

Honorable Colleen Hanabusa

President of the Senate

Twenty-Fourth State Legislature

Regular Session of 2008

State of Hawaii

Madam:

Your Committee on Health, to which was referred S.C.R. No. 190 entitled:

"SENATE CONCURRENT RESOLUTION REQUESTING THE LEGISLATIVE REFERENCE BUREAU TO CONDUCT A STUDY ON THE POTENTIAL FINANCIAL AND ECONOMIC IMPACT TO THE STATE AND THE STATE'S HEALTHCARE SYSTEM OF PROVIDING CARE FOR PATIENTS WITH CHRONIC KIDNEY DISEASE AT ALL FIVE STAGES,"

begs leave to report as follows:

The purpose of this measure is to request the Legislative Reference Bureau to conduct a study on the potential financial and economical impact to the State and the State's health care system of providing care for patients with chronic kidney disease.

Your Committee received comments on this measure from the Legislative Reference Bureau.

Your Committee finds that the Legislative Reference Bureau does not have the technical expertise required to appropriately analyze the economic impact on the State that this measure requests.

Accordingly, your Committee has amended this measure and its title by additionally requesting the Department of Business, Economic Development, and Tourism to conduct the economic analysis needed to determine the economic impact on the State.

As affirmed by the record of votes of the members of your Committee on Health that is attached to this report, your Committee concurs with the intent and purpose of S.C.R. No. 190, as amended herein, and recommends that it be referred to the Committee on Ways and Means, in the form attached hereto as S.C.R. No. 190, S.D. 1.

Respectfully submitted on behalf of the members of the Committee on Health,
