STAND. COM. REP. NO. 3194

Honolulu, Hawaii

RE:    S.C.R. No. 110

       S.D. 1

Honorable Colleen Hanabusa

President of the Senate

Twenty-Fourth State Legislature

Regular Session of 2008

State of Hawaii

Madam:

Your Committee on Education, to which was referred S.C.R. No. 110 entitled:

"SENATE CONCURRENT RESOLUTION URGING THE DEPARTMENT OF EDUCATION TO STUDY THE FEASIBILITY OF INTEGRATING REHABILITATION PROGRAMS FOR STUDENTS WITH ANGER PROBLEMS,"

begs leave to report as follows:

The purpose of this measure is to urge the Department of Education to study the feasibility of integrating into the curriculum rehabilitation programs for students with anger issues.

Testimony in support of the measure was submitted by the Department of Education, the Office of Hawaiian Affairs, and twelve individuals.

Your Committee finds that the world in which we live is fraught with violence and killing.  We live in an era that has included the war in Iraq and violence in our schools and neighborhoods throughout the nation.  Your Committee further finds that, although Hawaii promotes the spirit of aloha, incidents of violence have infiltrated our own communities, including our schools.  In order to foster peaceful school environments and communities, especially for our keiki, the State must actively address and assist students who possess anger issues.  This measure urges the Department of Education to integrate into the current curriculum rehabilitation programs for students with anger management problems.  Your Committee determines that such assistance will help students to learn appropriate coping skills to reduce incidents of violence in our schools and communities.

Your Committee has amended this measure by:

     (1)  Specifying that the feasibility study on integrating rehabilitation programs for students with anger problems be a joint effort between the Department of Education and the Department of Health, including changing the title to reflect the same; and

     (2)  Making technical, nonsubstantive changes for purposes of clarity and style.

As affirmed by the record of votes of the members of your Committee on Education that is attached to this report, your Committee concurs with the intent and purpose of S.C.R. No. 110, as amended herein, and recommends its adoption in the form attached hereto as S.C.R. No. 110, S.D. 1.

Respectfully submitted on behalf of the members of the Committee on Education,
