     Your Committees on Human Services and Public Housing and Intergovernmental and Military Affairs, to which was referred H.C.R. No. 111, H.D. 1, entitled:

 

"HOUSE CONCURRENT RESOLUTION URGING HAWAII'S CONGRESSIONAL DELEGATION TO SUPPORT LEGISLATION SUPPORTING INCENTIVES FOR PUBLIC HOUSING TENANTS TO TRANSITION INTO PERMANENT HOUSING,"

 

beg leave to report as follows:

 

     The purpose of this measure is to urge Hawaii's Congressional Delegation to support legislative incentives for public housing tenants to make the transition to permanent housing.

 

     Testimony in support of this measure was submitted by the Hawaii Public Housing Authority.

 

     Your Committees find that public housing best provides for the general welfare when used as a resource for individuals as a stepping-stone to self-sufficiency.  Your Committees further find that there are over 11,880 individuals on the current waitlist for public housing in Hawaii, and that there are many public housing tenants who could benefit from the proper incentives and support programs to transition out of public housing and into more permanent housing. 

 

     Your Committees have amended this measure and its title by making technical, nonsubstantive amendments for the purposes of clarity and style.

 

     As affirmed by the records of votes of the members of your Committees on Human Services and Public Housing and Intergovernmental and Military Affairs that are attached to this report, your Committees concur with the intent and purpose of H.C.R. No. 111, H.D. 1, as amended herein, and recommend its adoption in the form attached hereto as H.C.R. No. 111, H.D. 1, S.D. 1.
