Your Committees on Health and Energy and Environment, to which was referred H.B. No. 3150, H.D. 2, entitled:
"A BILL FOR AN ACT RELATING TO THE HAWAII EMERGENCY PLANNING AND COMMUNITY RIGHT-TO-KNOW ACT,"
beg leave to report as follows:
The purpose of this measure is to protect and preserve the public health and safety by ensuring that emergency responders and the Department of Health have complete and accurate information about the location and types of "extremely hazardous substances" at an emergency site.
Your Committees received testimony in support of this measure from the Department of Health, the County of Maui Department of Fire and Public Safety, the City and County of Honolulu- Honolulu Local Emergency Planning Committee, and the City and County of Honolulu Fire Department.
Your Committees find that in a number of instances facilities have misinterpreted the reporting requirements for hazardous substances and do not file the required chemical inventory form. This measure clarifies the reporting requirements and distinguishes between "hazardous substances" and "extremely hazardous substances."
As affirmed by the records of votes of the members of your Committees on Health and Energy and Environment that are attached to this report, your Committees are in accord with the intent and purpose of H.B. No. 3150, H.D. 2, and recommend that it pass Second Reading and be placed on the calendar for Third Reading.
