Madam:

 

     Your Committee on Human Services and Public Housing, to which was referred H.B. No. 3140 entitled:

 

"A BILL FOR AN ACT MAKING AN EMERGENCY APPROPRIATION TO THE HAWAII PUBLIC HOUSING AUTHORITY,"

 

begs leave to report as follows:

 

     The purpose of this measure is to make an emergency general funds appropriation to repay the Department of Budget and Finance for a loan made to cover payroll and risk management costs for liability insurance for the Hawaii Public Housing Authority in fiscal year 2006-2007, and to address budget deficits for certain public housing programs.

 

     Testimony in support of this measure was submitted by the Hawaii Public Housing Authority and the Office of Hawaiian Affairs. 

 

     Your Committee finds that for most of its history, the Hawaii Public Housing Authority has been a self-supporting agency, and that the availability of affordable housing for Hawaii residents made possible through the Authority's necessary programs should not be stymied because of the funding issues that this measure addresses.

 

     Your Committee has amended this measure by making technical, nonsubstantive amendments for the purposes of clarity and style.

 

     As affirmed by the record of votes of the members of your Committee on Human Services and Public Housing that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 3140, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 3140, S.D. 1, and be referred to the Committee on Ways and Means.
