Madam:

 

     Your Committee on Agriculture and Hawaiian Affairs, to which was referred H.B. No. 3126 entitled:

 

"A BILL FOR AN ACT RELATING TO THE HAWAIIAN HOMES COMMISSION ACt,"

 

begs leave to report as follows:

 

     The purpose of this measure is to increase the loan ceiling for farm and ranch operations on Hawaiian home lands from $50,000 to $200,000.

 

     Testimony in support of this measure was submitted by the Department of Hawaiian Home Lands.  The Office of Hawaiian Affairs submitted testimony in support of the purpose and intent of this measure.

 

     Your Committee finds that the existing loan ceiling of $50,000 has not been adjusted since 1982.  Your Committee further finds that in order to support and nurture viable farm and ranch operations on Hawaiian home lands, the loan ceiling of $50,000 should be increased to $200,000.

 

     Your Committee has amended this measure by inserting the requested amendments into the most recent version of Section 215 of the Hawaiian Homes Commissions Act, 1920, as amended; and

 

     As affirmed by the record of votes of the members of your Committee on Agriculture and Hawaiian Affairs that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 3126, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 3126, S.D. 1, and be referred to the Committee on Ways and Means.
