Madam:

 

     Your Committee on Transportation and International Affairs, to which was referred H.B. No. 2847 entitled:

 

"A BILL FOR AN ACT RELATING TO CONDITIONAL LICENSE PERMITS,"

 

begs leave to report as follows:

 

     The purpose of this measure is to:

 

     (1)  Expand the conditions allowed for a conditional license permit to add when a respondent must drive to school or vocational training, for personal medical or dental care, or to assist in the care of another person who is unable to drive; and

 

     (2)  Clarify when a conditional license permit is permissible for certain commercial drivers.

 

     Testimony in opposition to this measure was submitted by Mothers Against Drunk Driving Hawaii (MADD).  The Judiciary submitted comments.

 

     Your Committee has considered the concerns raised by the testifiers, particularly those of MADD, that if the ignition interlock measures are approved by the 2008 Legislature, the amendments in this measure would be unnecessary.

 

     Your Committee has amended this measure by changing the effective date from July 1, 2008, to July 1, 2040, for the purpose of further discussion and to review the progress on the ignition interlock measures.

 

     As affirmed by the record of votes of the members of your Committee on Transportation and International Affairs that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2847, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 2847, S.D. 1, and be placed on the calendar for Third Reading.
