Madam:

 

     Your Committee on Judiciary and Labor, to which was referred H.B. No. 2772, H.D. 3, entitled:

 

"A BILL FOR AN ACT RELATING TO HUMAN TRAFFICKING,"

 

begs leave to report as follows:

 

     The purpose of this measure is to amend Act 260, Session Laws of Hawaii 2006, relating to protection for victims of human trafficking, to clarify the membership of the Hawaii Anti-Trafficking Task Force and to extend the reporting date to 2010 for the Task Force final report to the Legislature.

 

     This measure also appropriates an unspecified amount for travel and clerical expenses of the Hawaii Anti-Trafficking Task Force and extends the cease-to-exist date of the Task Force to June 30, 2010.

 

     Your Committee received testimony in support of this measure from the Crime Victim Compensation Commission, Honolulu Department of the Prosecuting Attorney, and The Sex Abuse Treatment Center.

 

     This measure adds the following to the membership of the Hawaii Anti-Trafficking Task Force:  the Immigration Information Office of the County of Hawaii, Crime Victim Compensation Commission, Office of the Gender Equity Counselor of the University of Hawaii, Hawaii State Coalition Against Domestic Violence, Hawaii contractees for services under the Office of Refugee Resettlement of the United States Department of Health and Human Services, and Hawaii contractees for services under the United States Conference of Catholic Bishops.  Your Committee finds that all of the added entities play an integral part in the purposes of the Task Force.

 

     Your Committee has amended this measure by deleting its contents and inserting provisions of S.B. No. 2818, S.D. 2, a similar measure, which also:

 

     (1)  Adds the State Public Defender to the membership;

 

     (2)  Adds a reporting date of 2009 for an interim report;

 

     (3)  Clarifies that the final report shall include findings and recommendations and any proposed legislation;

 

     (4)  Changes the effective date of the Act to July 1, 2008, and changes the effective date of amendments to the Task Force to June 29, 2008; and

 

     (5)  Makes technical formatting changes.

 

     As affirmed by the record of votes of the members of your Committee on Judiciary and Labor that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2772, H.D. 3, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 2772, H.D. 3, S.D. 1, and be referred to the Committee on Ways and Means.
