     Your Committee on Commerce, Consumer Protection, and Affordable Housing, to which was referred Governor's Message No. 511, submitting for study and consideration the nomination of:

GUY M. AKASAKI,

for a term to expire 6-30-2012,

 

begs leave to report as follows:

 

     Your Committee reviewed the personal history, resume, and statement submitted by the nominee, and finds Guy M. Akasaki to have the necessary qualifications to be nominated to the Contractors License Board.

 

     Testimony in support of Mr. Akasaki's nomination was submitted by the Department of Commerce and Consumer Affairs, the Roofing Contractors Association of Hawaii, and thirteen private individuals.

 

     Mr. Akasaki is a licensed contractor who specializes in commercial roofing and waterproofing.  He currently serves as the President, Chief Executive Officer, and Chairperson of Commercial Roofing and Waterproofing HI, Inc., which was ranked fourth in the 2000 Pacific Business News' "50 Fastest Growing Small Businesses in Hawaii" and ranked second in Building Industry Hawaii's "Top 10 Roofing Contractors" in 2004, 2003, and 2002.  He also serves as Chairperson for Commercial Roofing Waterproofing Phils; General Partner for DCJ; Chairperson for Allied Pacific Builders; President, Chief Executive Officer, and Chairperson for Honolulu Roofing Company; and Chairperson for Pacific Properties Group, Inc.

 

     Mr. Akasaki has served on the Board of Directors of various entities, including the Roofing Contractors of Hawaii, the Hawaii Society of Corporate Planners, and the Building Owners Managers Association, to name a few.  He has also participated in the Hawaii Hotel Association, the Building Industry Association, the Institute of Real Estate Management, and the National Roofing Contractors Association, to name a few.  He is also an active member of Grace Bible Honolulu.

 

     Although Mr. Akasaki is an experienced contractor, he is also well-positioned to view the proceedings of the Board through the lens of a consumer.  He has demonstrated a strong entrepreneurial spirit by starting a number of businesses and is well-versed in issues relevant to discussions pertaining to sustainability, energy conservation, and renewable energy resources.  Mr. Akasaki's demonstrated commitment, motivation, and professional experiences will greatly assist the Contractors License Board.

 

     As affirmed by the record of votes of the members of your Committee on Commerce, Consumer Protection, and Affordable Housing that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
