A BILL FOR AN ACT

 

 

MAKING AN APPROPRIATION FOR THE HAWAII CAPITAL CULTURAL DISTRICT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that the No. 1 Capitol District Building (Hemmeter building) is located in the Hawaii capital cultural district at 250 South Hotel street, Honolulu, Hawaii, 96813, and is the home of the Hawaii state art museum (HiSAM), as well as a number of state government agencies.

     HiSAM currently occupies 12,000 square feet in three galleries, and amenities include an extensively used multipurpose room, a volunteer resource room, a small kitchenette, and leased spaces for the Downtown @ the HiSAM cafe and museum gift shop.

     The purpose of this Act is to establish a task force to review the current operations of the HiSAM, and its long-range plans for operations and growth, with respect to HiSAM's location in the Hemmeter building, located in the Hawaii capital cultural district.

     SECTION 2.  (a)  There is established the Hawaii capital cultural district task force within the state foundation on culture and the arts for administrative purposes only.  The task force shall comprise the following:

     (1)  Two members appointed by the president of the senate; provided that one member shall be from the arts community;

     (2)  Two members appointed by the speaker of the house of representatives; provided that one member shall be from the arts community;

     (3)  Two members representing museum organizations;

     (4)  The director of business, economic development, and tourism, or the director's designee;

     (5)  The executive director of the state foundation on culture and the arts, or the executive director's designee;

     (6)  The comptroller or the comptroller's designee; and

     (7)  A member representing the University of Hawaii's department of art and art history.

The executive director of the state foundation on culture and the arts shall serve as the chair of the task force.

     (b)  The task force shall review the current operations of the Hawaii state art museum, and its long range plans for operations and growth, with respect to the museum's location in the No. 1 Capitol District Building (Hemmeter building), located in the Hawaii capital cultural district.

     The task force shall consider, but not be limited to:

     (1)  All relevant information on the first five years of the museum's development and operation, including issues such as inadequate room for ongoing workshops, docent training, and expansion of amenities for the visitor's center;

     (2)  Planning updates to address the need for storage areas for the cafe and gift shop that were not part of the original planning;

     (3)  Current and future staffing, both personnel and space;

     (4)  Gallery space, both temporary and permanent, and storage for works of art not on display;

     (5)  Additional programming and facilities management space needs;

     (6)  The tax exempt status of the No. 1 Capitol District Building and how this may impact use of the building; and

     (7)  Any other issues or concerns that may arise.

     In reviewing these and any other issues that the task force deems appropriate, the task force shall consider how the museum will further enhance the Hawaii capital cultural district as a cultural tourism destination for visitors and a historical and educational center for residents, particularly Hawaii's youth.

     (c)  The task force shall report no later than twenty days prior to the convening of the regular session of 2009 on its findings and recommendations.

     (d)  The task force shall cease to operate on June 30, 2009.

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $         or so much thereof as may be necessary for fiscal year 2008-2009 for the review of the current operations of the Hawaii state art museum, and its long-range plans for operations and growth, with respect to the museum's location in the No. 1 Capitol District Building (Hemmeter building), located in the Hawaii capital cultural district.

     The sum appropriated shall be expended by the state foundation on culture and the arts for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2025.
