HOUSE CONCURRENT

RESOLUTION

 

 

REQUESTING A MANAGEMENT AND FINANCIAL AUDIT OF THE UNIVERSITY OF HAWAII AT MANOA'S ATHLETIC DEPARTMENT.

 

 

 


     WHEREAS, the stated mission of the University of Hawaii (UH) at Manoa's Athletic Department (Department) is to operate dynamic sports programs encouraging student-athletes in their pursuit of excellence in the realms of academic achievement and athletic competition at the highest levels; and

 

     WHEREAS, true to its mission, the Department has produced skilled talent and provided quality sports entertainment for fans and the rest of the community; and

 

     WHEREAS, however, especially in recent years, poor athletic facilities also seem to have taken the spotlight all too often; and

 

     WHEREAS, in early 2007, complaints about a lack of soap in the athletic facility's showers were aired to call attention to the wider-reaching inadequacies of the Department; and

 

     WHEREAS, the unanswered requests from the UH football program to improve facilities as well as other aspects of the Department also came to light during this time; and

 

     WHEREAS, such concerns became prime headlines throughout the state and were broadcast further as ESPN sportscasters commented on the poor condition of the UH's athletic facilities during the football team's nationally-televised victory over Boise State in November 2007; and

 

     WHEREAS, a management and financial audit would serve to improve the Department and restore the public's confidence in its ability to carry out its mission; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-fourth Legislature of the State of Hawaii, Regular Session of 2008, the Senate concurring, that the Office of the Auditor is requested to perform a management and financial audit of the University of Hawaii at Manoa's Athletic Department for the fiscal years beginning in 2003 and ending in 2007; and

 

     BE IT FURTHER RESOLVED that the Office of the Auditor report its findings and recommendations to the legislature no later than twenty days prior to the convening of the Regular Session of 2009; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Chairperson of the Board of Regents, President of the University of Hawaii, Chancellor of the University of Hawaii at Manoa, Interim Director of Intercollegiate Athletics at the University of Hawaii at Manoa, and Auditor.
