A BILL FOR AN ACT

 

 

Relating to ENERGY EFFICIENCY.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that the replacement of incandescent light bulbs with compact fluorescent light bulbs in public schools will reduce greenhouse gases, mercury emissions, and long-term energy expenses.  On average, compact fluorescent light bulbs use less than one-fourth of the power of an equivalent incandescent light bulb and have a lifespan six to fifteen times longer.

     Although the initial purchase cost of compact fluorescent light bulbs is slightly more expensive than incandescent light bulbs, they save household consumers an average of sixty dollars per year.  If every household in the nation replaced just one incandescent bulb with a compact fluorescent bulb it would be enough energy to light over three million homes for one year, reduce greenhouse gases by an equivalent of eight hundred automobiles, and save over $600,000,000 in energy costs each year.  The replacement of incandescent bulbs with compact fluorescent bulbs would enable Hawaii's public school system to benefit the environment and make a positive impact on energy efficiency.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2008-2009 to replace incandescent lighting with compact fluorescent lighting on the campus of every public school.

     The sum appropriated shall be expended by the department of education for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2008.
