A BILL FOR AN ACT


 

 

relating to local control.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  Chapter 226, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

     "§226-    Local communities; input.  Statewide planning shall promote as much as possible the empowerment of local communities to:

     (1)  Express their approval or disapproval of new residential, commercial, industrial, and other developments;

     (2)  Determine fair prices for housing; and

     (3)  Express their approval or disapproval of public works projects, including:

          (A)  Landfills;

          (B)  Sewage plants;

          (C)  Power plants; and

          (D)  Telecommunications facilities,

     within the local region.

     State and county agencies shall consider the input of local communities when making decisions that affect such communities."

     SECTION 2.  New statutory material is underscored.

     SECTION 3.  This Act shall take effect upon its approval.
