A BILL FOR AN ACT


 

 

making an appropriation for plans and construction of ane keohokalole road in kona, hawaii.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The State and county of Hawaii have identified the three hundred acre state parcel at Keauhuolu in Kailua‑Kona as an ideal site for affordable housing to alleviate the current crisis.  The county general plan proposes a mid‑level road, Ane Keohokalole highway, that would open up access to this site and link Henry street, Palani road, Kealakehe parkway, the future county civic center, Kealakehe high school, and the department of Hawaiian home lands' villages of Laiopua, to create a parallel route to the congested Queen Kaahumanu Highway.

     The county would also like to construct the extension of Keanalehu drive and its connection to Manawalea street that was part of the original plan for the villages of Laiopua.  This will cut the driving distance from Kealakehe elementary and intermediate schools to Kealakehe high school from the current eight miles to two miles.  Although the road is planned to be built with county funds, more funding is needed so that water and sewer lines to serve additional villages in the Laiopua project can be installed with the road.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $3,000,000, or so much thereof as may be necessary for fiscal year 2007-2008, and the same sum, or so much thereof as may be necessary for fiscal year 2008-2009, for a grant-in-aid to the county of Hawaii for the planning and construction of Ane Keohokalole road in Kona, Hawaii.

     The sums appropriated shall be expended by the county of Hawaii for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2007.
