RELATING TO STATE BONDS.

Authorizes issuance of general obligation bonds.  Makes findings required by Article XII, section 13 of state constitution to declare that issuance of authorized bonds will not cause debt limit to be exceeded.

RELATING TO THE STATE BUDGET.

Reiterates the legislature's intent that appropriation transfers or changes between programs and agencies be made only pursuant to legislative authorization.

RELATING TO THE LEGISLATIVE BROADCAST PROGRAM.

Makes appropriation to wire state capitol conference rooms and the capitol auditorium to broadcast public hearings.

RELATING TO LEGISLATIVE PROCEEDINGS ON THE INTERNET.

Appropriates funds for archived and indexed video and audio streams of legislative proceedings on the Internet.

RELATING TO BUDGET TRANSPARENCY.

Requires the governor to submit quarterly and semiannual updates of the two-year budget and financial plan to the legislature.

Persons wishing to testify should submit 25 copies of their testimony to the committee clerk, Room 210, State Capitol, 24 hours prior to the hearing.  Testimony may also be faxed if less than 5 pages in length, to the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for neighbor islands), at least 24 hours prior to the hearing.  When faxing, please indicate to whom the testimony is being submitted, the date and time of the hearing, and the required number of copies needed for submittal.  Please note that the Senator's office will not accept e-mail testimony.  Please direct all e-mail testimony to: [email protected].  E-mail testimony should be 24 hours in advance, no longer than 2 pages, with no attachments.

 

If you require special assistance or auxiliary aids or services to participate in the public hearing process (i.e., sign language interpreter, wheelchair accessibility, or parking designated for the disabled) please contact the committee clerk 24 hours prior to the hearing so arrangements can be made.

 

Public Folder.  A folder labeled “Public Folder” containing the measures and testimonies for the hearing will be available for shared use by members of the public.
