RELATING TO FEES FOR WINDSHIELD PLACARDS FOR PERSONS WITH DISABILITIES.

Requires the counties to deposit all fees for temporary and replacement disabled parking placards into the state general fund.  (SD2)

RELATING TO EMERGENCY VEHICLES.

Designates vehicles of the division of conservation and resources enforcement as authorized emergency vehicles.  Authorizes emergency vehicles used by conservation and resources officers to have blue and red lights affixed to them.  (SD1)

RELATING TO DRIVER LICENSING.

Provides that conviction or license revocation for violation of provisional driver licensing law does not give rise to requirement that person provide proof of financial responsibility.

RELATING TO ADMINISTRATIVE LICENSE REVOCATION.

Permits driver whose license has been administratively revoked for life to seek reinstatement of the license after 10 years have passed since the occurrence of the lifetime revocation.  Requires driver to have had no arrests or convictions for driving while license revoked and to be free from dependency or abuse of alcohol and drugs. Remove reissuance of lifetime revocation.  (SD2)

RELATING TO PEDESTRIAN SAFETY.

Appropriates funds to the department of transportation for a pilot study to identify state and county intersections where the time to cross the intersection is insufficient for elderly pedestrians.  Appropriates funds for traffic countdown timers, signals, painting of crosswalks, a public awareness campaign, and grants-in-aid for counties for pedestrian safety.  (SD2)

Authorizes an emergency appropriation for the costs incurred in administering the county surcharge on state general excise tax.  (SD3)

RELATING TO TRAFFIC CONTROL.

Appropriates funds for the development and implementation of an intelligent transportation system architectural plan for Maui which includes a Maui traffic control center. (SD1)

Increases fines imposed on users and tenants who violate chapter 266, HRS (harbors), the department's administrative rules, or any lawful command of any harbor master, agent, or district manager.  (SD2)

Clarifies that all traffic violations subject to the penalty provisions of section 291C‑161, Hawaii Revised Statutes (statewide traffic code; penalties), are treated as civil matters pursuant to chapter 291D (traffic offenses; administrative adjudication).
