RELATING TO THE UNIVERSITY OF HAWAII.

Establishes the candidate advisory council to screen and propose candidates for appointment to the board of regents of the University of Hawaii.  Increases the board of regents membership to fifteen members with a specified number of members representing different geographic areas.  Prohibits a board of regents member from serving more than two consecutive five-year terms.  Requires the senate to consider the question of an incumbent member's confirmation for a second term at least 120 days prior to the conclusion of the member's first term.  Allows a board of regents member to continue to serve until the member's successor has been appointed and confirmed by the senate.  (SD1)

RELATING TO THE UNIVERSITY OF HAWAII.

Enacts a new part in chapter 304A, University of Hawaii, to provide for facilities improvement and university development; repeals existing University of Hawaii facilities improvement and university development law.  (SD2)

RELATING TO INTERVENTION FOR SUBSTANCE ABUSE.

Establishes a two-year pilot program for screening, brief intervention, and referral to substance abuse treatment facilities.  Appropriation.  (SD2)

RELATING TO CREATIVE MEDIA.

Creates financial incentives for and appropriates funds to the academy for creative media at the University of Hawaii to develop plans for a permanent facility in Hawaii; appropriates funds for a digital media incubator facility; establishes and appropriates funds for the music and enterprise learning experience program at the University of Hawaii-Honolulu Community College to develop the technical business skills required by Hawaii's music artists and music industry.  (SD2)

Appropriates funds in each year of the fiscal biennium to the P-20 Initiative for the initiation and development of plans for education in Hawaii in the twenty-first century.  (SD2)

RELATING TO EDUCATION.

Establishes an educational workforce working group to report to the legislature and appropriates funds therefor.  Requires the department of education to create a five-year plan to ensure optimal use of technology for administration, data collection, and data sharing related to educational and workforce needs, and to create personalized student learning plans that will have a direct link to economic and workforce needs.  Requires the university to report on current workforce development programs and plans for current and future workforce demands.  Appropriates funds for workforce development liaisons and support staff.  (SD2)

RELATING TO EDUCATION.

Authorizes the issuance of general obligation bonds and general revenue appropriations for department of education and University of Hawaii repair and maintenance projects.  Provides public land and facilities for early childhood education programs.  Appropriates funds for early childhood education facilities.  (SD2)

RELATING TO EDUCATION.

Provides for academic and fiscal accountability in education by addressing:  (1) funding for fiscal and academic accountability and the creation of district level business and educational services centers; (2) appropriates funds for specialized high schools linked to Hawaii's workforce development needs; (3) enhancing the role of the college of education and the University of Hawaii in Hawaii's educational research and policy development; and (4) creating an early education initiative designed to attract and retain more early education teachers and to provide public land and facilities for early education programs.  Appropriates funds for mathematics textbooks and other mathematics learning materials, professional development for teachers of mathematics, mathematics coaching, and the use of assessments to provide appropriate mathematics interventions for individual students.  (SD2)
