RELATING TO FORMATION OF A RENEWABLE ENERGY FACILITIES SITING COUNCIL.

Creates a state renewable energy facilitates siting council.

RELATING TO RECYCLING.

Directs the department of health to adopt rules to establish a cathode ray tube recycling program.  Prohibits placing cathode ray tubes in landfills after 1/1/09.  Requires reports to the legislature.

RELATING TO THE DEPOSIT BEVERAGE CONTAINER PROGRAM.

Requires dealers in high density areas who are located within two miles of a certified redemption center that is operated independently from a dealer to accept deposit beverage containers for redemption.

RELATING TO SOLID WASTE.

Allows consumers to redeem beverage containers deposits at local grocery stores.  Deletes the automatic container increase based on the redemption rate.

RELATING TO SOLID WASTE.

Increases the volume limit of deposit beverage containers from 64 to 68 fluid ounces.  Requires phase-in.  Requires distributors to report container numbers sold and make fee payments on that basis.  Permits calculation of redemption value by container count in certain instances.  Allows refusal of refund for previously processed and baled containers.

RELATING TO RECYCLING.

Requires counties with a population of over 750,000 to establish a residential curbside recycling program; makes a grant-in-aid to the city and county of Honolulu for this purpose.

RELATING TO INTEGRATED SOLID WASTE MANAGEMENT.

Permits the department of health to make grants from the deposit beverage container deposit special fund to the counties for the purchase, placement, maintenance, and collection of community recycling bins and HI‑5 fundraiser bins.

RELATING TO RECYCLING.

Makes an appropriation for grants-in-aid to the counties to develop and operate recycling programs.

Establishes the Hawaii natural energy institute at the University of Hawaii, with responsibilities for administering the energy development special fund.  Creates the biofuels development revolving loan program administered by the Hawaii strategic development corporation.  Makes appropriations.

RELATING TO THE NATURAL ENERGY LABORATORY OF HAWAII AUTHORITY.

Directs the auditor to conduct a financial and management audit of NELHA's deep sea water pumping system and establish a reasonable rate structure.  Freezes rates until the audit is complete.

RELATING TO ESTABLISHMENT OF NATURAL ENERGY LABORATORY OF HAWAII AUTHORITY INNOVATION CORPORATION.

Establishes the natural energy laboratory of Hawaii innovation corporation.

Establishes a fee for the inspection of invasive species at state ports of entry.  Establishes the invasive species inspection, quarantine, and eradication fund.

Amends the definition of renewable energy to remove the fossil fuel quotient from renewable energy in determining the amount of energy that counts as renewable energy.
