RELATING TO FERTILIZER.

Requires the department of health to establish a labeling program that establishes more stringent standards than the current U.S. Environmental Protection Agency and Association of American Plant Food Control Officials standards.  Limits imports of fertilizers to those that meet the more stringent standards.

RELATING TO DECABROMODIPHENYLETHER.

Prohibits the manufacture, sale, and distribution of televisions, computers, furniture, mattresses, and mattress pads containing commercial decabromodiphenylether after 6/30/10.  Requires DOH to report to legislature prior to 2008 regular session.

AGENDA REGARDING BILLS TO PROMOTE RECYCLING IN HAWAII

 

SB 927

RELATING TO RECYCLING.

Directs the department of health to adopt rules to establish a cathode ray tube recycling program.  Prohibits placing cathode ray tubes in landfills after 1/1/09.  Requires reports to the legislature.

Establishes a food waste recycling program.  Makes an appropriation.

RELATING TO THE DEPOSIT BEVERAGE CONTAINER PROGRAM.

Authorizes the department of health to use the surplus in the deposit beverage container deposit special fund, which includes fees from non-redeemed deposit beverage containers, a fixed 1 cent deposit beverage container fee on each deposit beverage container, and accrued interest, to make the deposit beverage container program self-sustaining.

RELATING TO THE DEPOSIT BEVERAGE CONTAINER PROGRAM.

Requires redemption centers to compute the refund value payment per deposit beverage container for up to two hundred containers.

Requires dealers in high density areas who are located within two miles of a certified redemption center that is operated independently from a dealer to accept deposit beverage containers for redemption.

Allows consumers to redeem beverage containers deposits at local grocery stores.  Deletes the automatic container increase based on the redemption rate.

MAKING AN EMERGENCY APPROPRIATION FOR THE DEPOSIT BEVERAGE CONTAINER PROGRAM.

Makes an emergency appropriation out of the deposit beverage container special fund for reimbursing deposit values, paying handling fees at redemption centers, and operating and administrative costs.

Requires distributors to report container numbers sold and make fee payments on that basis.  Permits calculation of redemption value by container count in certain instances.  Allows refusal of refund for previously processed and baled containers.

Requires dealers and redemption centers to pay the scrap value for aluminum containers in addition to the deposit refund value.
