HOUSE RESOLUTION
Requesting the Department of Education to determine costs associated with the public's use of school athletic facilities.
WHEREAS, athletic facilities at certain public schools, when not being utilized for educational purposes, have traditionally been available for use by members of the general public for sporting events and competitions; and
WHEREAS, for many communities, school athletic facilities such as tennis courts, swimming pools, track fields, and basketball courts are often the only facilities accessible to the general public; and
WHEREAS, constant and prolonged public use of a school's athletic facilities contributes to the costs incurred by the Department of Education for repair and maintenance of these facilities; and
WHEREAS, the Department of Education faces continued budget pressures, particularly in the areas of repair and maintenance; and
WHEREAS, the costs of repair and maintenance of school facilities is borne by the specific school on whose property the facilities are located; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-fourth Legislature of the State of Hawaii, Regular Session of 2007, that the Department of Education is requested to identify all public school athletic facilities used by members of the general public, the estimated proportion of the public's use to the total use of each facility, and the estimated cost of repair and maintenance attributed to the public's use for each facility; and
BE IT FURTHER RESOLVED that this information be submitted to the Legislature no later than twenty days prior to the convening of the Regular Session of 2008; and
BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Superintendent of Education and the Chairperson of the Board of Education.
