HOUSE RESOLUTION

 

 

urging the hawaii workforce development council to review its policy on acquisition of intellectual property rights so that the workplace excellence program can be established in hawaii.

 

 

 


     WHEREAS, research evidence shows that the strategic management of human resources can have a substantial impact on organization productivity; and

 

     WHEREAS, strategic management of human resources requires that organizations recognize, measure, and manage the contribution of the human resource as a specific contributing factor in the realization of organizational strategic goals; and

 

     WHEREAS, little has been done in Hawaii to encourage the spread of methods and techniques to accomplish the shift toward the strategic management of human resources that are deployed in its businesses and institutions; and

 

     WHEREAS, the Society for Human Resource Management-Hawaii's  (SHRM-Hawaii) workplace excellence program offers a training program that teaches human resource professionals, executives, and managers the methods needed for strategic management, and assists Hawaii businesses improve their performance through strategic management of their human resources; and

 

     WHEREAS, the Hawaii Workforce Development Council has expressed interest in using the workplace excellence program, but its administrative policy regarding the acquisition of intellectual property rights has prevented it from establishing the program; and

 

     WHEREAS, business organizations in Hawaii, and the economy of Hawaii, would benefit from strategic management practices such as those used in the workplace excellence program; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-fourth Legislature of the State of Hawaii, Regular Session of 2007, that the Hawaii Workforce Development Council is urged to review and amend its policy on intellectual property acquisition so that it may acquire a license to use the Workplace Excellence Program without having to own the intellectual property rights to the program; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Director of Labor and Industrial Relations, the Chairperson of the Hawaii Workforce Development Council, and the Governor.
