HOUSE CONCURRENT

RESOLUTION

 

 

Requesting the Department of Education to provide secondary-level students with lunch IF THEY ARE UNABLE TO PAY, and obtain reimbursement from their parents.

 

 

 


     WHEREAS, nutrition is essential for students; it provides the necessary energy that students need to master a school day; and

 

     WHEREAS, the Legislature recognizes that nutrition-based energy is essential for all students to learn; and

 

     WHEREAS, the Department of Education has a policy that every public school shall provide food services to students with emphasis on foods that contribute to meeting a student's nutritional needs at a minimum charge; and

 

     WHEREAS, it is the current practice of the Department of Education at elementary schools to provide regular breakfast and lunch meals to students who would like a meal, are not eligible for a free meal, and do not have money for the meal at the time that the meal is served; and

 

     WHEREAS, the public elementary school advances the cost for the food for a student from its petty cash account and calls a parent of the student, or sends a note, advising the parent of the loan for any meal and requesting reimbursement not later than the following school day; and

 

     WHEREAS, public schools at the secondary level do not appear to have adopted this policy; and

 

     WHEREAS, the Legislature finds that it is in the best interest of students that the public schools provide each student with a nutritional meal, if necessary; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-fourth Legislature of the State of Hawaii, Regular Session of 2007, the Senate concurring, that the Department of Education is requested to extend to secondary schools, its policy of providing prepaid meals to students and to obtain reimbursement from the parents of those students; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor, the Chairperson of the Board of Education, and the Superintendent of Education.
