MAKING AN EMERGENCY APPROPRIATION TO THE DEPARTMENT OF HEALTH FOR THE DEVELOPMENTAL DISABILITIES DIVISION.

Emergency appropriation to continue the Developmental Disabilities Division's efforts to meet state approved target numbers under the current Medicaid Home & Community Based Service Waiver Program (HCBS Waiver Program), to reasonably admit individuals to fulfill obligations.

MAKING AN EMERGENCY APPROPRIATION TO THE DEPARTMENT OF HEALTH FOR EARLY INTERVENTION SERVICES.

Emergency appropriation ($3, 200, 928) FY 2006, for early intervention services for infants and children from birth to 3 years of age with developmental delay or at biological or environmental risk for developmental delay.

RELATING TO CRIMINAL HISTORY RECORD CHECKS.

Requires criminal history record checks on persons providing care or having access to residents of skilled nursing facilities, intermediate care facilities, adult residential care homes, expanded adult residential care homes, assisted living facility, home health agencies, hospices, adult day health centers, special treatment facilities, therapeutic living programs, intermediate care facilities for the mentally retarded, hospitals, rural health centers and rehabilitation agencies.

MAKING AN EMERGENCY APPROPRIATION TO THE DEPARTMENT OF HEALTH FOR THE ADULT MENTAL HEALTH DIVISION.

Emergency appropriation for 2005 - 2006 ($4, 724, 703) general FY funds. Authorizes an increase in the expenditure ceiling of the Mental Health and Substance Abuse Special Fund by an additional $6, 148, 944 to DOH, adult mental health division, for ongoing services provided at Hawaii State Hospital and community-based services.

MAKING AN EMERGENCY APPROPRIATION TO THE DEPARTMENT OF HEALTH FOR THE EMERGENCY MEDICAL SERVICES SYSTEM BRANCH.

Emergency appropriation ($7,154,735) for FY 2006 to pay for ambulance service contract general operating costs for supplies and equipment, including negotiated collective bargaining costs.

Emergency appropriation ($1, 000, 000) in Early Intervention Special Fund monies for FY 2005-2006 for the DOH Healthy Start Program.

MAKING AN EMERGENCY APPROPRIATION TO THE DEPARTMENT OF HEALTH FOR PANDEMIC INFLUENZA PREPAREDNESS.

Emergency appropriation ($15, 000, 000) to prepare for a pandemic of a novel strain of influenza.
