Establishes a state eminent scholars special fund to create new endowed faculty positions at UH. Appropriates $1.

Removes the center for nursing special fund from the state treasury. Removes responsibility for administration of the fund from the board of regents, specifically, and assigns it to the University of Hawaii, generally.
