Authorizes the issuance of general obligation bonds to fund retrofit of public school buildings to enable them to be used as emergency shelters.

RELATING TO EDUCATION.

Creates the Facilities Alignment Commission to revitalize school facilities, including establishing criteria for the selection and recommendation of areas for new schools, schools for expansion, and schools for consolidation or closure. Allows the Legislature to disapprove these recommendations only in its entirety, and requires the Board of Education to proceed with these recommendations.

RELATING TO EDUCATION.

Repeals the sunset date of Act 321, Session Laws of Hawaii 1986, which gives the department of education and the University of Hawaii permanent autonomous authority for matters relating to purchase of goods and services, payments, and accounting.

RELATING TO THE UNIFORM ATHLETE AGENTS ACT.

Enacts the Uniform Athlete Agents Act to protect student-athletes and educational institutions. Provides for registration of athlete agents, the required form of contract, the right of the student athlete to cancel an agency contract, disclosure requirements relating to record maintenance, reporting, renewal, notice, warning, security, and rule-making. Provides for reciprocity among the States. Exempts the Act from a sunrise review.
