Provides a framework for energy self-sufficiency, focusing on energy efficiency and renewable energy resource deployment in state facilities, vehicles, and equipment; in the public schools; through the renewable energy technologies income tax credit; by means of priority permitting for renewable energy projects at the county level; and through the establishment of a solar water heating pay as you save program.

RELATING TO PUBLIC UTILITIES.

Increases PUC commissioners' salary. Authorizes PUC chairperson to appoint utility analysts and legal assistants exempt from chapter 76. Authorizes the PUC to suspend collection of public utility fees when balance of PUC special fund exceeds $3,000,000.

Ensures that electric utility companies are afforded an opportunity to earn a fair rate of return, rather than providing that their profit margins will not decrease as a result of any proposed utility rate-making structure.

Appropriates funds to reconvene the Hawaii Energy Policy Forum to develop an action plan, timeline, and benchmarks, and to further engage Hawaii's leaders and stakeholders in implementing the Forum's visions, concepts, and recommendations for Hawaii's preferred energy future. RELATING TO ENERGY.

(1) Establishes the Hawaii renewable hydrogen program to manage the State's transition to a renewable hydrogen economy; (2) establishes the hydrogen investment capital special fund to seed private and federal projects for the deployment of hydrogen systems; (3) directs DBEDT, Hawaii Natural Energy Institute, and NELHA to design a distributed energy storage microgrid to transport energy to NELHA; (4) directs PUC to regulate the microgrid; and (5) appropriates funds for the program and special fund.

RELATING TO THE PETROLEUM INDUSTRY.

Establishes: (1) petroleum industry monitoring, analysis, and reporting special fund; (2) petroleum industry information reporting system; and (3) unfair practices by petroleum industry. Suspends enforcement of gasoline price limit program by PUC as of 7/1/06. Repeals gasoline price limit program 1/1/08.

RELATING TO SOLID WASTE MANAGEMENT.

Increases the volume limit of deposit beverage containers from 64 to 68 fluid ounces. Requires distributors to report container numbers sold and make fee payments on that basis. Specifies redemption center operating hours. Permits calculation of redemption value by container count in certain instances. Allows refusal of refund for previously processed and baled containers.

RELATING TO DERELICT VEHICLE.

Removes the condition that a vehicle be ten years old or older to be considered "derelict", and updates references to the "housing and community development corporation of Hawaii" with the "Hawaii public housing administration".

RELATING TO WAIVER OF ABANDONED VEHICLE PUBLIC AUCTION REQUIREMENTS.

Increases from $250 to $1,000 the value of an abandoned vehicle for which public auction requirements may be waived. Removes requirement for the value of the vehicle to be appraised.

RELATING TO DECONTAMINATION OF ILLEGAL DRUG MANUFACTURING SITES.

Requires the Department of Health (DOH) to adopt interim procedures for emergency and long-term decontamination of illegal methamphetamine labs. Requires DOH to evaluate and report on soil and groundwater impacts, cleanup procedures, first responder protocol, and standards and protocol used by other state and federal agencies.

RELATING TO CONTROLLING INVASIVE SPECIES.

Establishes a fee for the inspection of invasive species at state ports of entry. Also establishes the invasive species inspection, quarantine and eradication fund for the deposit of fees.
