RELATING TO A SURCHARGE TAX ON THE VALUE OF IMPROVEMENTS.

Imposes a surcharge tax on the value of improvements to real property subject to reversion in a lease of commercial or industrial property. Requires the tax proceeds to be dedicated to public education and affordable housing.

RELATING TO TEACHER HOUSING.

Creates an affordable housing program for active full-time public school teachers to purchase an interest in residential properties.

RELATING TO TEACHERS' HOUSING.

Authorizes second mortgage loans for downpayment and closing costs of teachers employed and assigned by the department of education. Makes an appropriation to the teachers' housing revolving fund for the purposes of the bill.

RELATING TO SCHOOL FACILITIES.

(1) Requires developer of new residential development to pay school impact fee for each new dwelling unit built; (2) provides for fee to be phased in over 24 month period; (3) restricts use of impact fees for construction of school facilities in the benefit district where they were collected; and (4) establishes school impact fee special fund.

RELATING TO SCHOOL FACILITIES.

Requires new residential developments to dedicate land or pay an in lieu fee or a combination thereof for the development of new school facilities. Restricts use of land dedicated or fees collected for development of school facilities in the benefit district where land was dedicated or fees collected. Provides for refund of fees collected if not expended within 6 years of collection.

RELATING TO HOUSING.

Requires agencies in the land use permit review process to expedite review of applications for affordable housing projects. Authorizes the counties to waive certain infrastructure requirements for affordable housing projects. Amends the process for approval of affordable housing projects exempt from planning, zoning, and construction standards.

RELATING TO HOUSING.

Amends part VIII of chapter 46 relating to impact fees to require uniform assessment of affordable housing exactions.

RELATING TO HOUSING.

Effectuates the implementation plan of the housing and community development corporation of Hawaii to reorganize the State's housing functions. Creates two separate state housing agencies. Contains recommended statutory amendments to implement the plan.

RELATING TO HOUSING.

Appropriates funds for homeless and transitional housing programs. Appropriates funds to repair vacant public housing units. Adjusts allocation of conveyance tax revenues. Allows state-owned parcels to be leased for the development of self-help housing. Amends the state low-income housing tax credit to be used for construction and rehabilitation of existing affordable housing units.

RELATING TO THE OFFICE OF HAWAIIAN AFFAIRS.

Allows OHA to develop housing projects exempt from all statutes, charter provisions, ordinances, and rules relating to planning, districting, zoning, and standards for subdivisions, developments, and the construction of units.

RELATING TO THE STATE RENT SUPPLEMENT PROGRAM.

Removes the statutory limitation on the subsidy amount ($160 per month) and the income limits for participation. Allows the housing and community development corporation to set in administrative rule the amount of the rent subsidy and qualifying income limits.

Extends the claiming period for the low-income household renters tax credit from twelve to thirty-six months.

Increases the per cent of the amount realized on the disposition of real property by a non-resident seller.

RELATING TO HOUSING.

Allows funds from the rental housing trust fund to be used for projects for families who earn below 140% of the area median income. Broadens the requirements on developers to provide low income units. Allows special purpose revenue bonds to be issued for the development of affordable housing.

MAKING AN APPROPRIATION TO REPAIR EMPTY STATE HOUSING UNITS AND TO PROVIDE RENTAL SUBSIDIES FOR LOW-INCOME UNITS.

Makes an appropriation for the repair of empty state housing units and provide rental subsidies for low-income individuals.

MAKING AN APPROPRIATION FOR THE CONSTRUCTION OF ROADWAYS IN KONA.

Appropriates a grant-in-aid to construct infrastructure for affordable housing in Kona in the county of Hawaii.

Appropriates $4,500,000 to Habitat for Humanity as a grant pursuant to the grants and subsidies law for no interest loans to build 200 homes in the State.
